    You are filtering one message, using the first recipient ($4). as a
    result, the message will have one score (corresponding to the first user).

    use
    spamassassin_destination_recipient_limit = 1

    so that the message is "split" by postfix (one recipient at a time)
    before using the spamassassin transport.
