I've written such a beast. It currently depends on the VDA patch for
maildir++ support (maildirsize file), but runs as a policy service to defer
overquota mailboxes during the smtp conversation.
This now prevents legitimate messages (pass all rbl/greylist/etc) from
mailbombing accounts and clogging up the queue with bounces that the stock
VDA patch would generate.
