This could be my failure to understand what the OP wanted to, but to me
it seemed the OP wanted to compare against/verify the HELO/EHLO
Part A - Compare the HELO/EHLO against Mail From command
Part B - Compare the HELO/EHLO against the Host's IP or the Mail From -
So maybe Part B might be able to be worked out using a Policy server.
