    Why? Sanitizer is not a replacement for amavisd-new.

    How should I know? If you have configured Postfix properly, locally
    delivered messages will be passed to procmail (confirm this be reading the
    logs). If procmail doesn't treat the messages like you expect, you have a
    procmail configuration issue.

    Once you produce Postfix configuration and relevant log entries you may
    get further help.
