By this I think you mean that it will not blithely replace a non-empty
envelope sender with an empty envelope sender. This seems sensible.
I do have a question, how would such a replacement break BATV or SRS?
I am not suggesting that setting a null envelope is a good idea, just
not seeing the same impact scenario...
