It is possible to reduce the concurrency, but someone else will have to
help you solve the wrong problem if they are so inclined. It is certainly
possible to solve the right problem by not rate limiting your own backup
MX, and applying acceptable rate limits on the input side of the backup
MX. If you can't do that, my advice is to simply not use a backup MX
host at all.

Note that Postfix already implements sensible concurrency limits by
default. Tuning this down for a high volume relay stream between a
backup MX and the primary is unwise.
