Congratulations on running Postfix 2.1.x which provides very detailed
logging of throttled deliveries. The problem is exactly as stated in the
log, the relayhost refused to talk to your SMTP delivery agent, ostensibly
because the load on the relayhost was too high.
Compounding that load by adding more delivery agents on your machine is
not likely to help. If this happens frequently, get yourself a better
relayhost.
