Not at all. The spammer today try to use as many different IP addresses
(Trojaned boxes, Open Proxies) as they can get, to bypass blocklists. If they
want to repeat the spam run after some amount of time they have to make sure
that the same sender/recipient pair is tried with the same sender IP. This
needs a lot of processing/storing power and with trojaned machines on dial-up
lines and dynamic IPs your chance to get the same trojaned machine with the
same IP again isn't that big at all.

So the combination of RBL and greylisting can be really helpful ;-)
