It means dequeueing works, allthough I doubt that /usr/sbin/sendmail -q is

Most email clients only need the path to sendmail. If they do need switches,
go with '-t -i'. '-q' is for dequeueing and not for sending email, as
normally email will be dequeued on a regular basis. The postfix 'master'
process takes care of that.
