The Postfix queue manager maintains an in-memory per-domain queue for
messages in the active queue. This is how concurrency, slow start, dead
destinations, ... are managed.
What problem are you really trying to solve? For moving specific
overloaded destination domains (hotmail.com, yahoo.com, ...) to a separate
queue consider a second Postfix instance (search the archives).
