For the same reason that Sendmail does not support the Postfix policy
daemon or SMTP proxy architecture.
The only thing that is tricky in the current SMTP proxy framework is
selective deletion of recipients based on message content. The most
natural proxy implementation transmits the recipients to the downstream
SMTP server before the message body is received.
