Not exactly for sendmail, but you can do it for a Postfix pickup
service (if you really want it), which picks up mail submitted
by 'sendmail' command:
master.cf:
pickup fifo n - n 60 1 pickup -o content_filter=
Not very efficient, but it works. As a consequence,
all local mail submission will bypass your content filter,
which includes your content filter and other local users.
