Does the "automation" really matter ?
Since you're already implementing a "manual" hold queue how hard would it
be to add a "HOLD" action in the rhs of the maps where you can use REJECT/WARN ?
Also calling this "hold" could possibly be confused with current docs
as in the "defer_transports = hold"
Maybe you could consider using a different name for this: say "stall"
And adding a "stall" transport could be a good idea too
