How can a header_check block an evelope sender?

Based on header, not envelope senders and recipients.
Example:
* Take an piece of paper
* Write "To: Ralf Hildebrandt" on it
* Fold it
* Fold it again
* put it into an envelope (Briefumschlag)
* Write to "To: Patrick Koetter, München" on it.
Put it into a mailbox.
What happens? Exactly. The mail arrives in Munich, and Patrick
receives it.
He checks the envelope. He doesn't reject the mail, because it clearly
says "To: Patrick Koetter, München".
He opens the envelope.
He notices that the letter is for "To: Ralf Hildebrandt" -- damn, got
spam again!
The analogy:
the address on the envelope is checked using check_*_access
the address IN the envelope is checked using header_checks
