Are you confusing fallback_transport with fallback_relay?
fallback_transport is "local" delivery agent feature.
Are you looking for a variant on fallback_relay that in addition to
an alternate nexthop also includes an alternate transport, this is
diffucult, because the queue manager would need to record the necessary
state somewhere. Also the alternate transport and nexthop likely depend on
the original destination. This would require a multi-valued transport
table and considerable new state in the queue file. It is not clear the
benefit would justify the cost.
