Quantity and quality aren't always related.

The comment was really about using the language of the RFCs as an excuse
for not following standards. Obviously a large number of non-native
English speakers do follow the RFCs.

Yes, I'd agree. If "it works, it must be right" is a good though
incorrect management moto and sysadmin skills can vary from limited to
very knowledgable. Management often can't tell the difference (after
all they're not technical) and are likely to pick the most economical of
two "equivalant candidates".
