You might be right, but I believe that the quota doesn't track files, but
only directories.
If I have all of the users' mail in /var/mail, I can only put quota on that
whole directory, but not on each file in that directory.

i'm almost certain you can turn user quotas on for other filesystems (ie
/var/).
just edit /etc/fstab
