    Interesting to notice someone (perhaps from this list?) has removed
    Cogent from the T1 list. They did however leave
    http://en.wikipedia.org/wiki/Cogent alone.

    Someone added Cogent as a Tier 1, and there are others missing so I'd
    ignore the "who" is a tier 1 portion.
