deny to create new mailbox

Hi all,

I´m new to cyrus. I installed cyrus-sasl-2.1.21. Everything works fine.
I want not to create my users new mailboxes. I tried to change the ACL like this:

user.bsys0001:
  cyrus lrswipcda
  bsys0001 lrs

 
But if user bsys0001 tries to create a new mailbox like user.bsys0001.test in his imap client (Outlook Express) it succeeds and the mailbox is created. How can I deny the user creating new mailboxes?
