No.

If a user whose mailbox is over quota logs in, imapd warns him like e.g.
this:
a0003 SELECT "INBOX"
[...]
* NO [ALERT] Mailbox is over quota
a0003 OK [READ-WRITE] Completed
How this is presented to the user is the IMAP clients business...
