Adding unixhierarchysep doesn't change the result.

Seems like this should be the right approach. I've attempted to create
a global admin account in the past, but was unable to use saslpasswd2
to do it. If I run
saslpasswd2 -c cyrus
and then run sasldblistusers2, I see an account for cyrus@donner. If I
use
saslpasswd2 -c cyrus -u ""
I get the same result. Surely I'm not the only one who's run into this?
