I am not sure if I understood you correctly.
Do you mean to write something like this:
Affix ru /usr/lib/ispell/ru.aff koi8r
Spell ru /usr/lib/ispell/ru.hash koi8r
I've tried this, but result was the same.
Btw, is it ok if ispell files' charset and my localcharset in aspseek are
different?

Append charset, in which your affix and spell files encoded to the "Affix"

"Spell" commands
