You can set LocalCharset variable in "searchd.conf", this value will be
used by "searchd" if "cs" parameter is empty or absent.
Make sure, that value of LocalCharset is equal to charset of search
form.
I'm not sure, however, that s.cgi will generate meta tags with charset
definition. Possibly, you will need to insert META to the "top"
template.
